Well, when I say "encourage" I am being euphemistic. I mean "taxes" my friend. Discourage the agribusinesses (finally) and encourage young (perhaps unemployed, deeply indebted) people to form small or large co-ops on former factory farms that grew grains, where they might now grow vegetables. For example. Or even allow that to happen within rural America itself, heaven forbid. Forget "encouraging" the movement from the cities, even. That's how you turn red into blue. Did you not bullet-point something along that line?
