That's correct. But I've just had two articles turned down by pubs that use true crime pieces saying they are no longer accepting new writers. Which isn't to say there aren't other pubs...

There is an ongoing debate just now about whether one should even bother with publications. I'm of two minds, myself, being more of an old hand. If you have a following it isn't as important. But even with a moderate following you get more eyes on your work, usually, in a publication. There is no cut-and-dried rule. It's always a toss-up. So many different factors involved.

True crime has a built-in following on this platform and if you "tag" the story properly and are lucky enough to get Medium "distribution" you will do well without the use of a publication.
