Similar situations are occuring all the time, perhaps even as drastic as this, but most possibly not, and for the same reasons. Questions of "liability" have overcome our sense of moral duty. As flat as that. We can excuse people, and in many instances rightly so, for not wanting to lose their jobs by breaking the rules. But rules also have a breaking point and we have to have people around, when there are such rules who are prepared to step in. It isn't always the case that they do or that they are even there.
