I cannot speak for her as this is interpretive language but I don’t believe Shelly meant “smaller” in a relative sense but in the sense of “individual” only. Even when she broadened her example to something “larger” she was still thinking, I believe, of much smaller groups of individuals attempting to hack out a place in some new wilderness rather than attempting to live together in larger-scale communities where sharing economies would make every aspect of life easier.
